Once the flourishing capital of imperial China, the city of Datong today is little more than a ruin.  Its mayor, Geng Yanbo, is convinced that he can reverse the trend and has ambitious plans to restore the city to its former glory, but his dream doesn't come cheap:  it entails knocking down thousands of homes and shifting half a million people.  The scheme's chances of success depend on Geng's ability to hold both irate citizens and a party elite irritated by his ambition at bay.
