In July 2008 the International Criminal Court issued an arrest warrant for Sudanese President Omar al-Bashir in connection with crimes committed in Darfur. The warrant, the first ever issued for a serving head of state, was sought by Luis Moreno-Ocampo, the court's chief prosecutor. Hailed as a hero by survivors, Ocampo has also taken a lot of flak. Many accuse him of being factious, of excessive headline-grabbing and of showing little respect for countries' autonomy. His decisions are helping to determine the future of the International Criminal Court. Is it going to become a crucial tool for justice, or is it going to end up being just another redundant institution?
